Through CIA Agent Hannah Harper, Michael acts as the liaison between the US government and the Bioterrorism Security Assessment Alliance. The arrangement is very simple to everyone involved: on missions that Michael has to do secretly, the CIA and other agencies get information concerning Bio Organic Weapons, particularly how to counter them. In exchange, Michael and the BSAA get unofficial support from the United States. Because of this arrangement, the fledgling paramilitary NGO can counter any situation within a day or two.  Despite the obvious distrust, the US trusts the BSAA to discreetly handle situations in which the Federal Bioterrorism Commission cannot get involved, such as Michael's infection by Las Plagas Queen parasite, Jezebel. At times, Michael has to play the peacekeeper between the two groups when the situation grows out of control. On certain missions, he works with USSTRATCOM and USSOCOM to combat more dangerous threats like Tyrants and other powerful superhuman based B.O.W.s. In much more serious cases, Michael and his fellow BSAA operatives must work with local military forces to combat bioterrorism, with that saidl government's permission. Overall, when the circumstances are right, the BSAA and the US can learn much from each other on how to fight Umbrella's dark legacy.
